Fil-Am nabbed for mail theft in Tracy, California

TRACY, California -- Tracy police arrested Joseph Dumlao of Stockton, for mail theft after the 29-year-old Fil-Am allegedly broke into a community mailbox on Choisser Court at about 8 p.m. Wednesday, Jan. 30. Dumlao was arrested the following morning, when investigators with the San Joaquin County Delta Regional Auto Theft Team informed the Tracy Police Department that a van that Dumlao allegedly used to get away was found in a Stockton shopping center. Dumlao tried to get away but a Tracy Police dog caught him. Liggins was unmarried and seven months pregnant when her boss told her that her "pregnancy would morally corrupt impressionable teenagers" at the school.
