Malta has launched a digital-only Seaman’s Record Book, replacing paper documents with secure electronic credentials that seafarers can access and update through a personal digital wallet.

The new service, introduced by the Malta Ship Registry, allows seafarers to maintain their employment and sea-service records electronically, with entries authenticated by shipmasters or other authorised officials.

Developed with Danish maritime identity technology specialist IDsure and Malta-based Galaxy, the system uses secure digital credentials and blockchain-based verification to reduce document fraud and simplify checks by employers and maritime authorities.

Seafarers can access their records offline, while employers, crewing departments and port state control officers can verify credentials using QR codes.

Applications will continue to be processed through Transport Malta’s existing Seafarer Portal, with successful applicants receiving access to the digital wallet after completing identity verification.

The system covers seafarers serving or preparing to serve aboard Malta-flagged commercial vessels, as well as Maltese nationals and holders of Maltese certificates of competency.

The move builds on the registry’s introduction of electronic vessel registration certificates last year and its continuing programme to move maritime administration away from paper-based processes.

The technology also expands IDsure’s presence in the international flag-state market. In June, the Bahamas Maritime Authority launched its own blockchain-secured Digital Seafarer Record Book, developed with IDsure following trials involving Carnival Cruise Line.

That system allows shipmasters to authenticate sea-service records electronically and enables independent verification through QR codes.

The Malta deployment adds another major registry to the shift towards digital seafarer documentation.
