Marina issues new guidelines for cruise ships, cargo vessels & seafarers

The Maritime Industry Authority (Marina) has issued guidelines for passenger and cargo ship operations as well as for seafarers, as some parts of the country were recently reverted back to the modified enhanced community quarantine (MECQ).

Under the new guidelines, passenger operations of ships will be limited to locally stranded individuals, returning overseas Filipino workers, and those who are under the government’s provincial exodus program.

They are all required to wear face shields, aside from face masks, as additional safety measures. Shipping companies are directed to implement strict social distancing and health protocols to reduce the risk of spreading Covid-19.

Meanwhile, seafarers may file their certificates of proficiency, competency, and endorsement via the Marian Integrated Seafarers Management Online (Mismo) System. They may also file expedited application through the central office.

Manning or shipping companies may also opt to book their appointments for the issuance of Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Certificates at Marina regional offices that are not covered by the enhanced community quarantine.

Manpower Development Service (MDS) applications shall also be processed online.

The agency also announced that it is suspending the conduct of theoretical examinations due to the MECQ.
