Marina boosts seafarer careers with education plan

THE Maritime Industry Authority (Marina) is working with maritime stakeholders to develop a Ladderized Maritime Education and Training (LMET) Framework, aimed at creating flexible learning pathways from non-degree certifications to full maritime degrees.
On May 13, 2025, Marina hosted a focus group discussion (FGD) at its Central Office, bringing together subject matter experts from maritime associations, manning agencies and shipping companies. The initiative seeks to strengthen academic mobility and enhance professional advancement for Filipino seafarers.
The LMET Framework forms part of Marina's implementation of Section 75 of Republic Act 12021, also known as the "Magna Carta of Filipino Seafarers," which mandates the creation of a ladderized program for both international and domestic maritime sectors.
The framework is aligned with President Ferdinand Marcos Jr.'s directive to upskill Filipino seafarers and ensure that maritime education keeps pace with global industry standards. It supports the administration's broader push for inclusive and responsive learning systems.
Through its STCW Office, Marina is developing the framework to address industry needs and provide seafarers with clearer and more accessible educational tracks. The goal is to bridge the gap between vocational training and higher education within the maritime field.
Republic Act 12021, signed into law in September 2024, reinforces the rights and welfare of Filipino seafarers and supports the Philippines' position as a leading supplier of global maritime professionals.
