Protecting seafarers at sea: PH leads first global maritime safety and rights conference

The Philippines, the world’s largest source of seafarers, will host the first International Conference on Seafarers’ Human Rights, Safety, and Well-being from Sept. 1 to 3.

Organized by the Department of Foreign Affairs (DFA), Maritime Industry Authority (MARINA), Department of Migrant Workers (DMW), and Department of Labor and Employment (DOLE), the conference will gather 200 senior officials, industry leaders, and representatives from more than 30 countries, 10 international organizations, and nearly 30 civil society and maritime partners.

The event, themed “No One Left Adrift: Seafarers at the Cross Currents of Commerce, Conflict, and Change,” follows the United Nations Human Rights Council’s adoption of Resolution 56/18 in July, the first resolution recognizing seafarers’ essential role in global trade and the urgent need to protect their rights and welfare. The Philippines was a driving force behind the resolution.

“Seafarers are the lifeblood of global trade. Upholding their human rights, safety, and well-being is not an option, but an obligation we all share,” said Secretary of Foreign Affairs Ma. Theresa Lazaro. “This conference is an important platform towards deepening global discourse on this issue and driving momentum for common action.”

Over three days, participants will address human rights at sea, crisis protection, gender equality and inclusivity in maritime work, and the transition to sustainable and technology-driven practices. Side events will spotlight digital innovations in maritime services, psychological safety, and empowering women in the maritime workforce.

The conference aims to culminate with the Manila Declaration on Seafarers’ Human Rights, Safety, and Well-being, a call for governments, shipowners, international organizations, and civil society to safeguard seafarers’ dignity and rights worldwide.
