Philippines to Host International Conference on Seafarers’ Human Rights, Safety, and Well-being
– The Philippines, the largest source of seafarers worldwide, will host the first International Conference on Seafarers’ Human Rights, Safety, and Well-being on 1 to 3 September 2025 at the Manila Diamond Hotel.
Co-organized by the Department of Foreign Affairs (DFA), the Maritime Industry Authority (MARINA), the Department of Migrant Workers (DMW), and the Department of Labor and Employment (DOLE), the Conference will gather around 200 senior government officials, international organizations, industry leaders, and maritime organization representatives from over 30 countries, 10 international organizations, and close to 30 civil society and industry partners to address pressing issues affecting seafarers globally.
Anchored on the theme, No One Left Adrift: Seafarers at the Cross Currents of Commerce, Conflict, and Change, the event follows the adoption of United Nations Human Rights Council (HRC) Resolution 56/18 in Geneva last July, the first resolution recognizing the vital role of seafarers in sustaining global trade and the urgent need to strengthen protections for their rights and welfare. The Philippines played a key role in pushing for this landmark resolution, underscoring its commitment as one of the world’s largest suppliers of seafarers.
“Seafarers are the lifeblood of global trade. Upholding their human rights, safety, and well-being is not an option, but an obligation we all share. This conference is an important platform towards deepening global discourse on this issue and driving momentum for common action,” said Secretary of Foreign Affairs Ma. Theresa P. Lazaro.
Across three days, participants will engage in thematic panel discussions and side events that tackle critical areas, including upholding human rights at sea at all times; protecting seafarers in crisis situations; promoting gender equality and inclusivity in the maritime industry; and ensuring a just transition for seafarers amid climate change and technological transformation.
The event will also feature side events on digital innovations in maritime services, psychological safety for seafarers, and empowering women in the maritime workforce.
At its conclusion, the Philippine Government envisions the adoption of the Manila Declaration on Seafarers’ Human Rights, Safety, and Well-being, a call to action for governments, shipowners, international organizations, and civil society to uphold and safeguard the dignity and rights of seafarers.
