Marina, CHEd gears for full implementation of Magna Carta for Filipino seafarers

THE Commission on Higher Education (CHEd) is now gearing to transfer its functions to the Maritime Industry Authority (Marina) as part of the implementation of the Republic Act 12021 or the Magna Carta of Filipino Seafarers.

The three-day Calibration Workshop, attended by technical personnel and evaluators from the two agencies, ensured a common understanding of the standards, processes, and requirements of maritime programs across the country.

This ensures that Maritime Higher Education Institutions or MHEIs will be evaluated by Marina using the same standards as used by CHEd.

Marina STCW Office Executive Director Samuel Batalla stressed that the workshop is important in preparing the Philippines for compliance inspections and international evaluations and will ensure the strengthening of global recognition of STCW certificates of Filipino seafarers.

The Magna Carta’s Section 75, Jurisdiction over Maritime Education; Section 76, Shipboard Training; and Section 78, Requirements for Maritime Higher Education, indicates that Ched’s regulatory functions will be transferred to Marina.

It can be recalled that the The Philippine Association of Maritime Institutions (PAMI) has filed a petition before the Supreme Court last April, challenging these provisions citing infringements on academic freedom and potential negative impact on maritime education and training.
