PISA advances domestic shipping amid regulatory challenges

PHILIPPINE domestic shipping faces regulatory, safety, and operational challenges, but industry leaders are working with government agencies to keep inter-island transport safe, efficient, and reliable.
The Philippine Interisland Shipping Association (PISA) held its General Membership Meeting at the Manila Golf and Country Club, bringing together key stakeholders to address pressing regulatory, operational, and policy issues shaping domestic shipping.
Discussions focused on regulatory clarity and operational flexibility, including compliance with Maritime Industry Authority (Marina) circulars, International Maritime Organization (IMO)-aligned safety and environmental standards, and the phased rollout of digital ticketing systems. PISA leaders emphasized that clear guidelines and transition periods are essential to maintaining service continuity and passenger safety.
Among the issues highlighted were Marina advisories on landing craft tanks (LCTs) carrying passengers, the phased implementation of safety and environmental measures, and ongoing industry input on the Magna Carta of Filipino Seafarers. Leaders stressed that regulatory clarity and operational flexibility are critical to keeping domestic routes viable, which are essential for inter-island connectivity and local economies.
A key highlight was the participation of Tourism Infrastructure and Enterprise Zone Authority (Tieza) General Manager and Chief Operating Officer Mark Lapid, who outlined investments in ports and tourism infrastructure and emphasized the link between efficient shipping and tourism growth beyond major gateways.
Lapid encouraged collaboration between shipping operators and tourism planners to improve port access, integrate vessel services with tourism development, and enhance the passenger experience while supporting sustainable operations. PISA members noted that domestic shipping is a natural partner in tourism dispersal, connecting island and coastal destinations that drive regional economies.
The meeting concluded with a reaffirmation of PISA’s role as a unified industry voice advocating for safe, efficient and sustainable domestic shipping, and the need for ongoing dialogue with Marina and Tieza to balance compliance, competitiveness and national development goals.
