Marina now issues student CAVs

THE Certification, Authentication, and Verification (CAV) of documents of maritime students and graduates will now be under the auspices of the Maritime Industry Authority (Marina).
The administration is also the issuing authority for Special Order (SO) for graduation of maritime cadets. This can be applied by Maritime Higher Education Institutions (MHEIs) through their respective Marina Integrated Seafarers Management Online (Mismo) accounts.
Beginning Jan. 1, 2026, Marina has officially assumed the responsibility of processing and issuing CAV and SO for maritime students and graduates.
CAV was formerly processed and issued by the Commission on Higher Education (CHEd) but following the full implementation of Republic Act 12021 or the Magna Carta of Filipino Seafarers, CHEd functions were transferred to Marina.
The Magna Carta’s Section 75, Jurisdiction over Maritime Education; Section 76, Shipboard Training; and Section 78, Requirements for Maritime Higher Education, indicates that CHEd’s regulatory functions will be transferred to Marina.

Korean-Japanese JV to design train network

Based on its Advisory 2025-39, Marina has also assumed the processing of Permit to Operate for maritime programs such as Bachelor of Science in Marine Transportation (BSMT) and Bachelor of Science in Marine Engineering (BSMARE).
However, a moratorium on the opening of new BSMT/BSMARE programs is still in effect from when it was implemented by CHEd in 2022.
Shortened monitoring

The monitoring of MHEIs has been shortened to a two-year cycle with an eventual plan of further reducing it by half.
Marina has already started monitoring approximately 83 MHEIs and 50 assessment centers nationwide.
Malaluan said that the agency aims to conduct more frequent inspections of schools to further improve the quality of maritime education. She added that the agency is targeting to make it a one-year monitoring cycle.
