Marina extends certificates for stranded PH seafarers

THE Maritime Industry Authority (Marina) has issued Advisory 2026-13, granting a three-month extension for the professional certificates of Filipino seafarers affected by the security crisis in the Middle East.

The measure addresses disruptions to normal crew change operations in the region. The extension applies to certificates of competency (COC) and certificates of proficiency (COP) that have expired or will expire by June 30, 2026. Eligible seafarers must be currently onboard ships operating in or affected by the Middle East crisis and unable to disembark as scheduled.

This three-month grace period takes effect from the original date of the certificate’s expiry. The policy ensures that vessels remain compliant with international safe manning requirements despite the logistical challenges posed by the regional conflict.

Shipping companies, shipowners, and licensed manning agencies (LMAs) are required to submit documentation to Marina. This paperwork must substantiate that the concerned seafarers were unable to disembark or were stranded due to the specific security circumstances.

The advisory was issued to maintain the safe manning of ships while accounting for the exceptional conditions facing Filipino seafarers. It aims to prevent legal and operational complications for crew members serving in high-risk zones.

Marina’s priority remains the professional standing and welfare of Filipino mariners during this period of regional instability.
