MANILA, Philippines (Updated 4:40 p.m.) — Seventeen Filipino seafarers were among the individuals taken hostage after Yemen’s Houthi rebels seized an Israeli-linked cargo ship in the Red Sea, the Department of Foreign Affairs said Wednesday.
