The Philippines has extended the validity of expiring seafarer documents by up to one year following a nationwide system failure that disrupted the issuance of identity documents and record books.

The Maritime Industry Authority (MARINA) has introduced temporary measures for Filipino seafarers already serving aboard ships whose documents have expired or are approaching expiry.

Under the new arrangements, affected seafarers can receive extensions of up to 12 months from the original expiry date while MARINA restores its processing system.

Shipping companies and manning agencies must submit reports identifying affected crew members, signed by an authorised company representative or the vessel’s master.

MARINA will also issue temporary certification to seafarers who have lost or damaged their documents while onboard, subject to verification and the required applications.

A separate advisory instructs shipping companies, crewing agencies and port state control authorities to recognise stamped extensions on Seafarer’s Identification and Record Books as valid.

Once the system is fully restored, affected seafarers can obtain replacement documents through MARINA’s regular processing centres without additional charges.
