THE Maritime Industry Authority (Marina) issued 583,642 Standards of Training, Certification and Watchkeeping (STCW) certificates to qualified Filipino seafarers in 2025.

The total includes 520,759 Certificates of Proficiency (COP), 39,397 Certificates of Competency (COC), and 23,486 Global Maritime Distress and Safety System (GMDSS) certificates.

Marina said that each issuance represents “a job enabled, a family supported, and a Filipino trusted on the global stage.”

“In 2025, Marina strengthened the backbone of the maritime industry by ensuring that Filipino seafarers met national and international standards for deployment,” the agency said in a statement.

It noted that the certificates are issued in compliance with national and international maritime standards and are required for the overseas deployment of Filipino seafarers.

Marina also issued 64,098 new Seafarer’s Identification Documents (SID) and released 9,013 licenses to domestic seafarers during the period.

The agency added 466 new ships to the domestic fleet through local construction and importation, and issued 761 Certificates of Public Convenience to ensure safe and reliable maritime transport services.

Marina said the figures reflect its commitment to efficient service delivery, regulatory integrity, and maintaining the global competitiveness of Filipino seafarers in the international maritime industry.

“These numbers are not just outputs. They are livelihoods protected. They are journeys made possible. They are people that arrive home safely,” Marina said.

The Philippines is among the world’s largest suppliers of seafarers, with hundreds of thousands of Filipino crew members employed on vessels worldwide.
